man-made disaster

I arrived to Japan safely but Japan is still not safe.

We had an earthquake on the 11st March.
and our world were completely changed after that.
According to the National Police Agency, more than 27,000 people had been confirmed dead or missing as of noon Friday, comprising 10,035 deaths and 17,443 unaccounted for.
And while around 240,000 people continue to seek shelter in some 1,900 evacuation centers. Damage to buildings and roads is estimated at between ¥16 trillion and ¥25 trillion.

We are most afraid of nuclear plant.
Fukushima No.1 nuclear plant was destroyed by earthquake and tsunami.
So far, we had fire, phreatic explosion, melt-down and radiation leakage.
And then, plutonium that may have come from a reactor core at the Fukushima No. 1 nuclear plant was detected in soil on the premises, indicating fuel rods suffered heavy damage, Tokyo Electric Power Co. has revealed.

OK, earthquake and tsunami was natural disaster. We couldn't control at all.
But, nuclear incident is definitely human-made disaster.
I think government had a lot of choices, for example they should have needed help for other government and private company. But they didn't. and now they still don't ask officially.
They also don't order people who are living within a 30-kilometer radius from nuclear plant to evacuate safe place.
WHY???
I really hope everybody can be protected from nuclear accident.
